Downpatrick Alliance Councillor Cadogan Enright has won a top prize in the Northern Ireland Local Government Association Awards
At the Northern Ireland Local Government Association (NILGA) awards ceremony on Thursday night (27th March 2025), Downpatrick Councillor Cadogan Enright received the 2025 Councillor award for his ‘How to do Guide to the Green Economy for Councillors’.
This book has been which adopted as a manual by the National Association of Councillors and is being distributed to all Councillors across Northern Ireland.
Alliance Councillor Enright represents Downpatrick and the Lecale Coast villages and has had a life-long interest in the environment and the economics of the Green Economy. He is a Chartered Accountant with a background in energy, economics and information technology.
In accepting the award Cadogan Enright said: “I was inspired to write the book by Newtonards Alderman Alan McDowell, Chairperson of the National Association for Councillors (NAC) and NILGA’s Derek McCallam who had seen a detailed rates submission I had made for my own Newry Mourne and Down Council.
“They felt it should be shared across all Councils in Northern Ireland.
“I am really delighted that the NAC has printed a copy for every Councillor in NI and is talking to the representative body in the Republic to see if the same can be done there.
“The book is based on dozens of real-life financially successful projects from other Councils in Scotland, England and the Republic.
“I have included many QR codes in the book to help Councillors link to detailed information on projects they think might work in their Council areas and helping them see what other Councils have done in the past.”
Councillor Enright also thanked his Down High 6th form ‘apprentice’, Cathal Quinn from Kilclief for his work in creating a digital version of the book, saying: “I must compliment the Green High on promoting this type of real-world apprenticeship and Cathal on his creative and research ability.”
South Down MLA, Andrew McMurray congratulated Cllr Enrighty and said: “I am very pleased that the work which Cllr Cadogan Enright has been put in to his ‘How to Guide to the Green Economy for Councillors’ being recognised by the NI Local Government Association.
“Green politics and environmentalism has been something that Cllr Enright has been involved with his whole political career.
“It also reflects the work from the wider NMDDC Alliance party team since 2019 and it is good to see the manual adopted by NILGA.
