Directors Appointed To Local Health Trusts

The extension has been announced of the appointment of non-executive Directors from 1 April 2015 to 30 September 2015 to hospital trusts in County Down:

*  South Eastern HSC Trust – Mr Peter Davison, Ms Deepa Mann-Kler and Mr Dermot O’Hara;

*  Southern HSC Trust – Mrs Deidre Blakely and Mrs Hester Kelly.

The appointments of all non-executive Directors of the HSC Trusts carry a time commitment of one day per week and attract an annual remuneration of £7,960.

The extension to the terms of these appointments is made in accordance with the Code of Practice issued by the Commissioner for Public Appointments for Northern Ireland.

 Two Senior Appointments within the South Eastern Health & Social Care Trust

Brendan Whittle has been appointed as Director of Children’s Services & Executive Director of Social Work in the South Eastern Health & Social Care Trust. Brendan has served as a Director in the Trust since June 2012 initially as Director of Adult Services and Prison Healthcare. His responsibilities include directing the operational services for children and their families including safeguarding, child health and children looked after by the Trust. Brendan also has responsibility for health development services across the Trust. He is the professional lead for Social Work discharging the responsibilities of the role of Executive Director of Social Work.

Bria Mongan has been appointed Director of Adult Services and Prison Healthcare within the South Eastern Health & Social Care Trust. Bria has responsibility for services for adults with Learning Disability, Physical Disability, Sensory Impairment, Acquired Brain Injury, Mental Health Services, Clinical Psychology and Psychological Therapies and Prison Health Care across the three prisons in Northern Ireland. Bria was formerly Assistant Director of Adult Services and Assistant Director of Prison Healthcare within the Trust.

Trust Non-Executive Appointees

Les Drew, who lives in Clough, County Down has been appointed to the Belfast Health and Social Care Trust as a non-executive director. He has worked in the Utility Sector in Northern Ireland for over 37 years and has held senior posts in a number of areas including: Finance, Risk Management, Business Continuity planning, Regulation Management and IT Contract Management. Mr Drew brings to the Trust board his experience in the preparation of Statutory, Regulatory and Management Accounts, the development of company wide Risk Management strategy, performing the role of Duty Press Officer during emergency escalations, dealing with Regulatory compliance issues and management of a large outsourced ICT Managed Services Contract. Mr Drew was a Non-Executive Director of the former South & East Belfast HSS Trust where he chaired the Audit Committee. He has been a serving member of the Belfast HSC Trust since its establishment on 1 April 2007. Mr Drew holds no other public appointments and has not engaged in any political activity in the last five years.

South Eastern HSC Trust: Mr Peter Davison BA lives in Bangor. He is a retired lawyer, and was a senior litigation partner in a large Belfast commercial firm which specialises in healthcare law. Mr Davison’s particular specialist field is construction law and he is a mediator accredited by the Law Society. Mr Davison was selected by the independent and authoritative “Chambers Guide to the Legal Profession” in Northern Ireland and has many years of general experience in legal practice and in all aspects of the Northern Ireland courts. Mr Davison brings to his role as Non-Executive Director on the board of the Trust his expertise and experience in financial and strategic planning, recruitment and personnel development. He has been a serving member of the South Eastern Health and Social Care (HSC) Trust since its establishment on 1 April 2007. He holds no other public appointments and has not engaged in any political activity in the last five years.

Ms Deepa Mann-Kler lives in Killyleagh. Ms Mann-Kler is an Independent Assessor with the Commissioner for Public Appointments. She is also Chair of the Crescent Arts Centre, Belfast. Ms Mann-Kler is a former senior manager with the NI Equality Commission. She is a former member of the Race Funding Selection Committee, OFMDFM. Ms Mann-Kler is a former Chair of Killyleagh Community Association and a former non-executive director of Victim Support NI. She has been a serving member of the South Eastern HSC Trust since its establishment on 1 April 2007. Ms Mann-Kler brings a broad range of skills from her former Board and management positions and knowledge in the areas of equality, rights, social exclusion, corporate governance, strategic planning and high level stakeholder engagement. She has not engaged in any political activity in the last five years.

Mr Dermot O’Hara MA BSSc MCIPD lives in Drumbeg. Mr O’Hara is Director – People Strategies with the Local Government Staff Commission for Northern Ireland. He previously worked for the NI Housing Executive in a senior HR role. Mr O’Hara was Non-Executive Director of the former Sperrin Lakeland HSS Trust. He has been a serving member of the South Eastern HSC Trust since its establishment on 1 April 2007. Mr O’Hara brings to his role as a Non-Executive Director on the South Eastern HSC Trust Board his substantial experience of Human Resource management at strategic and operational levels. He has also had lead roles in managing organisational change and service improvements. Mr O’Hara holds no other public appointments and has not engaged in any political activity in the last five years.

South Eastern HSC Trust: Mrs Deirdre Blakely lives outside Meigh near Newry. After studying public policy and human rights at University, she has been employed as Director and Manager of a wide range of Community Health, Training and Employment Organisations for over 20 years, focusing on Health Inequality and rights based initiatives. Mrs Blakely brings to her role on the board of the HSC Trust a breadth of skills, knowledge and experience in the field of health care. For the last eight years, she has been a self-employed management consultant, providing consultancy services to voluntary and community organisations with a wide range of experience across all sectors of society, including older people’s programmes and dementia, women’s health, disability, leadership, governance and best practise in Community Development and health. She is a member of the Board of Governors at Newry High School. She was a non-executive director of former Newry & Mourne Health & Social Services (HSS) Trust. Mrs Blakley has been a serving member of the Southern HSC Trust since its establishment on 1 April 2007. She holds no other public appointments and has not engaged in any political activity in the last five years.

Mrs Hester Kelly RGN lives in Dungannon. Mrs Kelly was a Staff Nurse at South Tyrone Hospital and, latterly, Craigavon Area Hospital, until her retirement in 2001. She is currently a School Governor of Sperrin View Special School, Dungannon. Mrs Kelly was a non-executive director of the former Craigavon Area Hospital Group HSS Trust. She has been a serving member of the Southern HSC Trust since its establishment on 1 April 2007. Mrs Kelly brings to the board her vast experience of a Health Care Professional in General Nursing. She holds no other public appointments and has not engaged in any political activity in the last five years.

These appointments were made with the approval of the Minister for Health, Social Services and Public Safety. There are no specific qualifications for appointment.

All appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner for Public Appointments for Northern Ireland requires the political activity of appointees to be published.
