Downpatrick cannot afford anu more delays on flood protection says the SDLP as winter apoproaches

SDLP South Down MLA Colin McGrath and Downpatrick Councillor Conor Galbraith have raised concerns over the pace of the proposed Downpatrick Flood Alleviation Scheme, warning that the town needs a greater sense of urgency following the devastating floods of 2023.

And this winter season the el Nino weather pattern is going to dramatically have an impact on the level of rainfall and snowfall. Could Downpatrick flood again?

Could this be the straw that finally breaks the camel’s back?

Could the River Quoile flood Downpatrick again. Colin McGrath MLA and Cllr Conor Galbraith have asked hard questions why progress on a flood alleviation scheme is slow.

Colin McGrath said: “Nearly three years on from the floods, people understandably want to know when they will see actual protection on the ground. The Department previously said its business case was on target for completion in spring 2026.

“Yet in September it confirmed that the Outline Business Case was still being reviewed by Departmental Economists before submission to the Department of Finance.

“Newry has experienced serious flooding over the years and investment there is both understandable and necessary. Departmental figures show just over £1million was spent on Newry’s scheme over the last five years.

“But Downpatrick’s circumstances changed fundamentally in 2023. The Department itself described that flooding as an exceptional natural event, and identified an option capable of protecting around 106 properties.

“That creates a real urgency for Downpatrick. There is fear that if the floods come again, our town will suffer irreparable damage, and we need to see the scheme moving from studies and business cases towards delivery.”

Cllr Galbraith said: “People in Downpatrick lived through the devastation of 2023. Businesses were flooded, livelihoods were disrupted and the town centre was brought to its knees.

“I welcome confirmation from the Minister that ground investigations have taken place, but the Department has also confirmed that a detailed delivery programme will only be developed after the business case is approved.

“That leaves our community without a clear delivery timetable.

“Downpatrick cannot remain indefinitely in the planning stage. We need the business case progressed, a timetable published and a clear route towards construction.”
